Central Executive Board of the Student Association of the Central Mountain Papua Indonesia strongly condemned the actions of the Police and Defence Forces who have breached the State's Constitution and democratic values of the country which known globally as a country upholds its democratic values.


My statement is related to the situation experienced by students in  Java-Bali city, and several cities in Indonesia study center like Makassar, Manado and Gorontalo and students and the people of Papua in Papua. AMPTPI noted within a period of two months between April-May 2016 there are approximately only about 26 cases, respectively 16 cases of intimidation, arrests and 11 cases of Persecution and Assassination. Of the few cases that include arrest of the people of Papua as many as 2,024 people on May 2 and 366 people on May 31, 2016 in order to Support the United Liberation Movement For West Papua (ULMWP) to become a full member in the Melanesian Spearhead Group (MSG) is the prove that the state through state officials has breached the country's Constitution. Guarantee freedom of speech has been stipulated in the Law on the basis of the Republic of Indonesia, 1945. This is clearly stipulated in the 1945 Constitution, Article 28, Article 28 E, paragraph 2, Article 28 E, paragraph 3, and Article 28 F. In addition to the guarantee in the Constitution, various laws also regulates the expression in public as a human right. This can be seen in the law No. 9 of 1998 as described in article 1, paragraph 1, of Law No. 39 of 1999 on Human Rights affirmed in article 23 paragraph 2 and the International Covenant which has been ratified by the state.

With state action like this it is clear that the state has been lying to the people of Papua, so long as the state is still lying to the people of Papua and still consider Papuans are not ready in every respect shown by the existence of interventions and policies of the center then hatred will never disappear from Papuan people's lives.

• Condemn hard depressive action apparatus.

• Condemn the propaganda loud action attempts to sacrifice civilians and caused horizontal conflicts.

• Condemn hard prohibition of coverage and intimidation against journalists.

• Immediately frees political prisoners.

• Thus the student as a moral force I urge you to not panic and continue waged passion, to articulate the suffering of the people of Papua with the style and the way each while not in conflict with the Constitution of the State.

• And appealed to the students and the Papuan People not to provoke the situation and continue to perform activities as usual.
